The best thing to do would be to tell him, if he truly is your best friend then he would understand. Also if you find it too hard to tell him the truth then say to him that one of your best friends is in the same situation as you and what would he do if that was him. If he says he would ask them out then it should be OK for you to do that but if he says that he wouldn't do anything then you would have to decide from how well you know him to how well he would react if you told him that you liked him.
