Answer Raise the spring-loaded arm of the defective wiper off the glass until it sticks into it's vertical position. You may remove the blade first so it's less interruptive on your view. Some arms do not raise fully. Undoing the nut where the arm attaches to the pivot then lifting , perhaps prying with an opened pliers to balance the pressure, lift the arm off the splined post.
The spring loaded arm can crack the glass if left to slam back down with no wiper blade in place.
If the defective wiper is not moving at all, mechanically disconnected, then you'll have to access the ball and socket joint somewhere under the vent intake where the hood meets the glass, or, on some models, from inside behind the dash. I've had to do both types on my various cars over the years. The best one was changing the plastic socket, as it was inexpensive, and the wipers moved like new after that with no play and no more knock sounds.
First check the nut at the bottom of the wiper arm to seee if it's loose. If tight, fault is in wiper likage to wiper arm not working

The wiper transmission has broken due to the linkage seizing. You need to replace the transmission......To do this you nedd to remove the top of the dash as there are 2 bolts hidden on the indise of the car to get it out
