If they are out of business you need to go the lost tile rout and in NY there are about 12 steps and in some cases you may need to go to court. Might be easier to contact a Vehicle title company. Make sure they have a money back guarantee

If you have the paperwork showing that you paid for the vehicle you should be able to go directly to the Department of Motor Vehicles or whatever it's called in your state, and petition for the title. Altenatively, if they trustee refuses to provide title, you can sue to get your money back from the estate.

The dealer has to give you the title right away. If you have it now, there's not much you can do. You have the title. But before you got it, you could have returned the car as far as I know. I would have the title ran and check to see if it's a stolen car or anything. If it is, you can return the car and get your money back.
