Check your repairs closely. It's possible that you have pinched the wiring harness when you bolted the starter back onto the engine block.

you've got your wires crossed on your starter,
check your starter wires there should be wires going to 2 different places on the starter, 1 large gage wire to the copper terminal and 1 smaller to activate the solenoid

It "CAN", but why would you want to? The contacts in the solenoid wear at about the same rate as everything else inside the starter. If the solenoid is bad you'll be better off just replacing the whole thing because the brushes or bushings will be going next then you'll get to remove/replace the starter again.
