Australia has a good system - if you don't come to vote you will be fined.

You are however allowed to spoil the ballot paper in protest.

High turnout in election is closely linked to the impact of the candidates on peoples lives. If people greatly fear or support a candidate they will come to vote.

If the differences between the candidates are small then far fewer voters will turn out.

In mature democracies a two party system evolves, and as each wants to occupy the centre there is usually a big overlap in the core policies. Elections are thus decided more on voter tradition and candidates personalities than on "the issues".

In the US, voter fatigue has been increasing with the length of elections and the volume of media input during that time. As the costs go up, the requests for donations has also become part of the noise. When it is a time of great change, relationships are affected, so there is no time off. For the past year or so, and even days after the 2016 election, the news mostly is about one person. Low voter turnout is more difficult to address. For many, getting to the polls on the day of the election with the distractions of work and other places to go, seems less important than sticking to the schedule. Mail in ballots have been becoming more popular as they enable to people to fill out the ballot, sign it and put it into the mail. Not so easy if you do not open your mail or must determine an alternate plan if you have missed the last date to mail.
