John Dickinson, a delegate at the Second Continental Congress, drafted a note to King George of Great Britain known as "The Olive Branch Petition." It was adopted by the Congress on 5 July 1775 but when the King received the document, he refused to read it. The petition was an attempt to assert the rights of the colonists to govern themselves and to enact their own taxes, while still proclaiming their loyalty to the British Crown. On 23 August 1775, King George proclaimed that the colonists were in open rebellion.
