It gets complicated if the couple are already living in the United States. The USCIS would have to be contacted for specific instructions that would apply to their circumstances.
In one case that I am aware of, they went to the Immigration bureau and received instructions. The couple had to move to Mexico and live there for one year. Then they could return and the non-American was granted a spousal green card. It worked out well for them.
