That means you ignition is lock but its not a BIG problem. Just unlock it.
The 1999 Nissan Maxima turn signal flasher unit can be found beneath the drivers side dashboard. The turn signal flasher unit will be above the gas pedal.

why does fuses keep going out
It is controlled by the ignition key. It has no inertia switch if that is what you are asking about.
Code P01320 means Ignition signal primary cicuit fault. After replace all that stuff did you go back in the OBD and clear the codes?? If not that's probably why its still pulling the same code
