Your water pump might be broken or your thermostat might need to be replaced. You obviously don't have a leak so somehow the fluid isn't moving through the engine. If the thermostat is broken it will not let fluid into the engine and then the engine will overheat and the radiator will release smoke.
there is no real radiator cap. On the left side of engine compartment there is a coolant jug. This where you would add coolant to radiator.
Under the hood on the left side in most cases there is a place to put in radiator coolant.. It is usually next to the windshield wiper fluid... It says radiator coolant on it

The 1999 Wrangler is equipped with an overflow tank. The amount iof coolant to add to the radiator is slightly less than 2 gallons. Be sure to use either a 50/50 coolant (pre-mixed with water) or a gallon of concentrated coolant mixed with an equal amount of water. You will have about 3/4 inch of coolant left in the container when the radiator is full. The overflow tank is there to hold coolant when the radiator gets warm and needs to expell some of the coolant. So just fill the radiator with coolant. You'll know when it's full.

The easiest way to locate the coolant tank is to follow the small black tube that is connected to the radiator cap and follow it to a plastic container. The year of your Honda will determine if it is on the left or right side of the radiator.
You could have a bad water pump causing no coolant flow, inoperable radiator fans, a coolant leak,............
To drain your coolant there should be a petcock ( metal rectangular screw type drain)or plug on the bottom of your radiator ussually near the left or right side of radiator.
