What does it mean when the passengers side windshield wiper works fine but the drivers side wiper will barely move on 1998 Honda Civic?

The nut holding the wiper arm to the wiper transmission is loose. Shut the wipers off, move drivers side wiper where it should be in the off position and tighten nut. There may be a plastic cover over the nut that you must remove to gain access.
