Swift meant that the landlords had devoured them in a metaphorical sense- the landlords, who were largely the beneficiaries of the English conquest of Ireland, charged very high rent to their tenants, so that a large portion of the tenant's life was spent working to pay the rent to these colonial plutocrats instead of improving their own station. In this sense, the landlords, as a sort of parasitic class, were 'devouring' the peasantry. Much of Swift's essay is a condemnation of the conditions in which the British colonial rule kept the Irish peasants.

The entire quote from Hayes is:"Abolish plutocracy if you would abolish poverty. As millionaires increase, pauperism grows. The more millionaires, the more paupers."I am not sure why it has been remembered, but it is to the point and said by a famous person. It seems applicable today as well as 125 years ago when it was said. It is somewhat ironic since Hayes was elected in large part by plutocrats and was no pauper himself. Perhaps the irony appeals to people who quote it today.

A pure market economy invites abuse by plutocrats, and a pure command economy invites abuse by dictators; neither system in its pure form has a history of working successfully over any significant length of time. The mixed form allows for some opportunity to correct the problems of each system. Of course, with most economies of the world struggling at the present time (late 2011) one might argue that the mixed system hasn't worked too well, either. It may be that the human race has not yet figured out a good way to manage an economy.
