Gene took it from NASA's logo, the white line orbiting the earth like a comet trail. Like looking at the rings of Saturn when a circle is seen from a distance at an angle it becomes an elipse, an oval. The Star Trek symbol is half of this shape styalised. This is supposed to be one of the elements kept & evolved from Nasa to the future of Starfleet, just as the UFP has elements of the UN.
