Peace. It is/was standard vernacular to say, "I extend an olive branch", or something similar, when trying to quell hostile spirits between two (or more) nations or people.
The most ancient reference seems to be in The Bible when the dove Noah has sent out after the rain had stopped returned with an olive branch in its mouth.
Gen. 8:11 - The dove came to him toward evening, and behold, in her beak was a freshly picked olive leaf. So Noah knew that the water was abated from the earth.
Some, however, give the Greeks credit for this tradition. Athena is said to have offered the olive tree to Zeus for the city of Athens, but this does not explain why this should be taken for "peace".
Given that the Star of David appears above the head of the eagle on the seal the first explanation seems more likely.

The American eagle on top of the arms represents Pennsylvania's loyality to the United States of America.
