Ummm i think that flaming gorilla has that effect but it gets destroyed at the end of the turn
Sounds like Ordeal of a Traveler. The effect is applied when the opponent attacks (does not have to be against a defence mode monster, or even a monster at all). He must select a card from your hand and correctly guess if it is a monster, spell or trap, or his attacking monster is returned to hand.
In general, if one effect tells you to do something, and another effect says you cannot do that thing, the can't effect will win out. So if a monster says it must attack, it doesn't win out over an effect which says it can't attack. If a monster can attack all of the opponent's monsters, this does not override the effect which makes one of them unable to be selected as an attack target.
Nothing, unless the card specifically mentions a penalty for not attacking. If a monster is in defense mode it is not able to declare an attack, and there are no consequences for not attacking unless the monster's text mentions one.
No, not at all. When the defending player summons a monster after an attack has been declared, a 'replay' occurs. The attacking monster has to choose whether to continue its attack or discontinue it altogether and forfeit its attack that turn. If it continues the attack, it can be against a different target. If the monster was making a direct attack, and a stronger monster was summoned, then the attacker will most likely discontinue his attack. He can't continue as a direct attack, but is not forced to attack the newly summoned monster either.

But my strategy is this its a beginer strategy that can be used by aaaaany one if oyu have the following cards.Toon world, Blue Eyes Toon Dragon X2 if necesarry or a lower level toon monster. Andddd Heavy storm and some tributes.With this you can summon toon world and then tribute to summon a blue eyes toon i summon both of mineand then smack down.. heavy storm :3 which destroys toon world activating blue eyes toon dragons effect.. and i quote " This card cannot be Normal Summoned or Set. This card can only be Special Summoned while "Toon World" is on your side the field. You can Special Summon this monster from your hand, but Tributes are required for monsters Level 5 or more. This card cannot attack in the turn that it is Summoned. Unless you pay 500 Life Points, this monster cannot attack. When "Toon World" on the field is destroyed, this card is also destroyed. If your opponent doesn't control a Toon Monster, this card can attack your opponent's Life Points directly. Any time you are told to draw a card (by effect, or at the beginning of your turn) then you must do so, it is not optional, unless the card specifically says you MAY draw a card. If you must draw a card, and cannot, then you lose the duel.

That depends on the type of sacrifice you are talking about. you probbly mean tribute summoning. this is now called realiseing. when you do so you have to tribute one monster to get your one normal summon per turn. this monster is treated just as you would a low level normal summon. it can attack once or can be set( played face down defence). if you attacked with the monster you want to tribute, you can do that too, you must first end your battle faze and in mainfase 2 you can return it to summon your monster. this can also be done with cards that you tribute for effects, and that might be what you are talking about. if the card says " tribute this...card..." then you can use that card to attack, and if it servives, tribute it to get its effect, ie exiled force. if you want to special summon you can tribute whatever monsters the card requres. fusion/synchro/and ritual as well as cards that say "remove from play from your graveyards" must be summoned in a mainfaise. you can attack then use whatever monsters in the second mainfase hope that helped
