An army uprising against the government which occurred in 1786 and 1787 in Massachusetts indicted that there was a need for a stronger central government in the United States. This even was known as Shay's Rebellion.

at'l Government (Fed)- the benefit of a militarily strong federal government is protection of the people within the nation. This of course requires taxes to be collected from the states which, in turn, leads to unrest among the people. It is also beneficial for the national government to be strong for treaty purposes, currency consolidation, and trade agreements.

State Government- The benefit of strength and representation at the state level is that it is closer to the people themselves. The representatives within the state system are forced to pay attention to thier constituents because they live among them. Social programs, if they are necessary, should be dealt with at the state level exclusively. This would cut down on excess spending and corruption in the welfare and work aid programs, as well as ensure that those who need help are helped and those who don't are turned away.
