Your body loses weight as a whole, the best fat burner is heavy cardio exercise, biking and running are the first ones that usually come to mind. Spot training is a myth, you can not do a sit-ups and lose belly fat (only)....
Consume fewer calories and, of possible, perform low impact exercises such as swimming.

That sounds like a really weird desire. Losing weight on legs would be through losing some weight all over, and not doing any strenght building exercises for the legs. For gaining weight on stomach I have no idea, unless you can get pregnant.

You cannot do "spot weight loss." That is, you cannot lose weight at your stomach by exercising your stomach. You cannot lose leg fat by exercising your legs. You can only "lose weight." However, not all women are the same. Different women carry weight different ways. Some women tend to have more fat on their hips, stomach, back, breasts, and so on. So, when you lose weight, you will tend to lose fat more in some places than other places, but this cannot be controlled. If you want larger hips and a smaller waist, you simply have to lose weight, and see if you keep some fat at your waist. If not, then your body type won't allow it.
There is a fact of life that we should all learn. It takes time to put on weight and it takes time to take it off. You can firm up your hips by running, cycling or doing weight lifting "squats", but diet and exercise can only help with a couple pounds in that short time.
By doing strength and resistance training exercises on your lower body. Your fat cells are probably more concentrated in your lower body so you need to shrink them by dieting. Your body will lose weight wherever fat cells are concentrated.
Have you tried a weighted hulahoop? It will slim down your waist, and for your hips...sit down and eat. JK JK
