Hitler was elected into power legally as the chancelor of Germany. Before that he was the leader of the Nazi part (national socialist German workers' party). The Germans were nationalists and practiced fascism, which basically means that they emphasized loyalty to the state and obediance to its leader. And about Mussolini all i know is that he was the prime minister

Italy:

Unlike Stalin, their dictators were Fascists. Fascism was rooted in militarism, extreme nationalism and blind loyalty to the state. These fascist dictators vowed to create new empires. Fascists found allies among business leaders and landowners. In 1992, Benito Mussolini played on anger about the Versailles Treaty ending World War 1 since many Italians felt cheated that the treaty did not grant Italy the territory it wanted. He also used economic unrest and fears of a communist revolution to win the support he needed for seizing power in Italy.

Germany:

In Germany, Adolph Hitler brought Nazis to power. Nazis were the Nationalist Socialist German Workers' Party. Like Mussolini, Hitler also played on anger about the Versailles treaty because Germany was blamed for World War 1 and it also made them pay costly war costs. Hitler was a very powerful speaker and a skillful politician. In about 1935, he ended democratic rule and created a militaristic totalitarian state. In Nazi Germany, the government controlled the press, school and religion. Hitler preached that German were biologically superior to Jews, Gypsies and other peoples. Soon, Jews were completely ignored. Then, they were put in concentration camps where they were killed. Also, in the defiance of the Versailles treaty, he began to build up Germany's armed forces.

Japan:

Dictators also came to power in Japan. As many Japanese grew impatient with their democratic government, military leaders too power. Like Hitler, these leaders racial superiority. They believed that Japanese were purer than and superior to non-Japanese people. These military rulers set out to expand into Asia. For example, in 1931, Japanese forces seized Manchuria and set up a state in Manchuria named Manchukuo.
