Anywhere between 12 and 2 PM. Although 'American" lunching habits - fast food, a quick sandwich - are gaining ground, traditional lunch in Italy would be a hot dish-affair with soup and pasta. And understandably so, since dinner in the south of Europe often does not start before 8 PM and sometimes even later.
In Italy Lunch or Pranzo is a big deal. When I lived there you never planned on trying to accomplish anything from 12pm to 3pm other then eat or siesta.
Lunch is a time for Italians to break the day. You eat a 1-2 hour meal that will include pasta, a meat or fish and usually a couple of glasses of wine and bread and then of course the espresso after the meal. In Florence I would see people eating a large steak much like a Porterhouse cut and always eaten very rare.
You can also find little cafe's that will serve a sandwich or a salad but Lunch in Italy is about the time you spend your free 3 hours in the afternoon.
Typically most Italian's still eat this way : small breakfast if any or just coffee, large meal at 1pm , then dinner at about 8pm.
Food, it also depends on where in Italy!!!
Pasta,pizza,salad the list goes on.

Since most of the workers and residents of the Vatican are Italians, they eat what most Italians eat. If the residents wish to experience a more international meal, they need only walk a few blocks to Rome where they can dine on meals from almost any country in the world.
Italians eat a variety of meals. Spaghetti is a staple in Italian cooking. Fettucini alfredo is a popular dish with a white cheese sauce. Chicken and shrimp can also be included. Pizza is another Italian favorite.
Italians eat what they eat out of preference. Every nation and culture has some food that they find to be pleasing to them and prefer to eat it often.
