Martin Luther is probably the most famous priest to break all his solemn vows, including his baptismal and confirmation vows, and to openly criticize the Church and his religious superiors whom he had taken a solemn lifelong vow to obey. Please remember him in your prayers, not to mention the generations of innocent people he has led astray and denied Christ's sacraments to through his misguided mission.

Can a resigned Catholic priest marry?

A priest who resigns is considered to have resigned from the Church itself and is no longer considered as a Catholic. Since he is no longer Catholic he is free to do as he pleases. However, a priest can remain in the Church as a Catholic if he is laicized. To be laicized the bishop of the diocese would have to declare the priest's Holy Orders as null and void. In other words, he would no longer be a priest. He, too, would be free to marry but would still be considered a Catholic.

To be considered Catholic by the Church, you must be baptized in the Catholic Church, or else properly baptized in another church and formally received into the Catholic Church by a priest. Being born to Catholic parents isn't enough. You can be the Pope's nephew, but if you haven't been baptized, you are not Catholic.
