Daytime running lights can be turned off by removing the fuse that controls them. The fuse is in the passenger compartment fuse box. The fuse number is D5.
The license plate lights are not in a separate fuce by it seft. They are the same as your side marker lights. So, check if your side marker lights are working and if they are them is a bad license plate light bulb.

It could be a number of things. First check all of the fuses. It could be the module which controls the lights but it needs to be checked out. There is also a relay for the daytime running lights on your car i would check into that if all fuses are good.
