Absolutely not. The fumes released from any engine can be deadly without a catalytic converter and severely harm the environment no matter how efficient the engine is and no car can legally not use a catalytic converter.
I dont quite understand the question, but if it is what i think it is, then the reason a catalytic converter heats up very hot is because it is a component that uses exhaust fumes, and ehaust fumes are hot as they are the end result of an explosion that happened in the engine, therefore heating up its surroundings and making the catalytic converter hot. a catalytic converter glowing red is normal, and even in my 50cc moped (which was new) the catalytic converter glowed red, so for one in a car engine, that doesnt surprise me (far more exhaust fumes).

no. the exhaust manifold is just the tubes coming off block or heads. the catalytic converter should be a separate piece that connects to the exhaust manifold that burns the unburned fuel to keep it from releasing those fumes into the air.

Fuel mix is too probably way to rich, the catalytic converter basically reburns incompletely burnt exhaust fumes. Check air cleaner and carb/efi system and timing. If timing is out check for stretched belt/chain. Inaccurate timing will cause fuel to be incompletely burnt and performance will suck.
