Rivers will ordinarily have changes in the level and some have significant seasonal changes. It may be considered a flood when it flows over farmland, or prevents travel by usual routes. A pretty uncertain definition.
The annual monsoon rains in India and Tibet/China ans SE Asia are often the cause of great flooding. The floods become more serious, when they cover plainlands, for here they cover large areas - areas normally inhabited. And of course, the presence of the plainlands themselves indicate that river floods are normal and have built the river-side plains.
There is often loss of life during the flood event itself, followed by more loss of life due to starvation caused by crop loss, and disease that follows flooding. The lack of clean water is a major problem.

Well if your question is "what happens when a river overflows its banks" Then my answer is simple, it floods. A river overflows when extra or excessive water is added e.g. prolonged percipitation(rainfall). Or another case would be pressure added in a section of the river causing the eureka theory and the water level will rise causing an overflow. This simply leads to a flooding of the surrounding area ,depending on the volume of water and the terrain surrounding determines the spread of flooding.

Basically a flood can happen any where in the world but it mainly happens around the Mississippi River or near there.
