Your AC will run, but the temperature in the evaporator will go so low that the evaporator will freeze up, just from the humidity in the air flowing over it in 20 minutes to 2 hours, depending on the humidity. You will hear the fan, but there will be no air coming out of the registers. You will have to pull over and wait 20 minutes for the evaporator to thaw out, and there will be a large puddle under the car when it has dethawed. You want the AC to shut off when the suction pressure gets down to 20 psi, to avoid evaporator freeze up, and that's the job of that switch. Do not jump it, a new one only costs $13 at a Ford dealer, and you will not discharge the refrigerant to replace it, because there is a schrader check valve underneath it.

You more than likely need to replace the headlight switch. Lights not going out when turned off is a symptom of a bad headlight switch.
The first thing that comes to mind would be a faulty high beam selector switch. If you can unplug the connector going to the switch and the lights turn off, it probably has an internal short and is bad.
