That is very likely a slightly loose serpentine or other drive belt. In colder weather belts get stiffer and slicker, fluid (as in the steering pump) gets thicker and harder to turn . If it diminishes when your car warms up, that is almost certainly the cause. - Let a mechanic hear it and diagnose it. There is also the possibility it could be a bearing worn in alternator or any other belt driven part.
There is a good chance it's your drive belts. If it's worse when it's cold or when you start the car check your belts'
the cold drink makes a sizzling sound because it is containg a little of carbon doxide which makes the sizzling sound when opened
check your belts they can be worn and need to be replaced or they just might be cold unless its everytime you start the car if that's the case the might need to be tightened your ac belt or fan belt could be bad.
Tempurature makes sound travel slowly. If it is cold outside sound travels slowly and if it is hot outside sound travels quickly.

The harmonic balancer is definitely NOT a lifetime part and can and often delaminates so that it starts squealing on cold start even after 80K miles on some Jaguars
It makes that sound until the oil pressure builds and can lubricate the tappets or valves. shouldn't be a problem.
