I'd push the washer button until it was empty and then refill it.
Sounds like your heater core needs to be replaced.
A ballast that smells burnt is going bad. The ballast will have to be replaced to fix the problem.
Your heater core could be leaking, but that would smell like antifreeze. You could have had a windshield replaced by a moron, or you could have had body panels replaced by the same moron. Unfortunately you need to stick your nose in there and see if it smells like antifreeze, coz that's bad news Phil

Transmission fluid should be a nice burgundy red color. If it is brown or black, this is a sign of transmission trouble. If the fluid smells burnt, the transmission will probably need replaced.
Marijuana smells the same. It should not matter when it was made. It will smell like it smells anytime.
if it smells musty it is caused by mildew on the evaporator. try spraying lysol in th eslots in front of the windshield with the heater on. that will pull the lysol down to the evap. If it smells rotten then something crawled in the ac box and will need removed.

If it tastes and smells sweet, you have a leaking heater core. If it is just water, you have a leak at the windshield or the A/C condenser drain line is clogged.
The car should be aired out for a day. Then afterwards should be meticulously cleaned. This should get rid of any rotten smells in the car.
it sounds like the heater core in your truck is leaking... you really cannot repair it; the heater core needs to be replaced. check for a leak underneath the dashboard to confirm the leak, although it might be leaking out through the firewall under the hood.
