They may have been describing the country as it was expanding and developing into it's own nation. Yes the Revolutionary war itself was resolved with the Treaty of Paris in 1783. After that were continued to move west. After the Oregon Trail was established we continued expanding into Texas area which was part of Mexico, buying Alaska. The actions of the Civil War involved the US being split between the North and the South. The South worked very hard trying to become a separate nation from the North as well. In that aspect, until the Civil War was resolved in 1865, some may say we were not a unified country.
