first of all i would like to remind you, that the expression you are looking for is impeachment instead of inpeachment!
this is a procedure used to press charges against (most commonly) high government officials, presidents, prime ministers etc. regarding their violations of laws, constitution, human rights etc. this is a lawful procedure that allows to convict president, prime minister etc. this procedure is constitutionalized in USA (Andrew Johnson, Bill Clinton; they were both found not guilty in senate), GB, Australia and other countries.
