Some systems require the engine be at low power to shift, the easy way to ensure this is to use a vacuum switch
Also some cases use vacuum to actually shift into 4WD

When this happened to me it was the three vacuum hoses on the transfer case switch were on wrong. There is a nipple on the switch and a hole in the vacuum hoses.

did you try your vacuum switch on the transfer case that could be bad or your accuwatter boot has a hole in it
Check the transfer case switch on top of the case the one with the vacuum lines remove and check the roller ball if it dosent roll good replace switch cheapist thing to start with beside modules or a case
