It can be. Every iPad has a microphone. If you want to make a call you would have to have an app. I would recommend Skype. It is free. It is free to call anybody in the world that has an account.
In my opinion no, I believe for the same price you pay for an iPad you could get a laptop that would do much more. I think it comes down to what your purpose is for you buying an iPad.

Also, if you have money to spend buy a mac computer/laptop and you can access the mac app store and view your favourite apps on your computer (if they are available)
-The iPad is not customizable to the extent a laptop or desktop can be.

-The iPad is good for watching videos if you download them from iTunes/ the internet. However the iPad can't render hd.
-When you surf the internet you see a full view of the page so you don't need to scroll to see the whole page. This could be convenient.
-there are plenty of apps for the iPad and multiplayer games.
-The Ipad is more pocketable than a laptop
-You can pay for 3g on a iPad, where as for a laptop you would have to buy an internet stick.
-People think your rich when you walk around with an iPad. It's also a nice thing to own if you value vanity.
