It is called a Lagac Lizard. Lagac is a rare term that is difficult to find outside of very narrow field handbooks, basically meaning a creature who is now red from heat and is probably overcosted.

eh? To hibernate is to sleep through the cold winter months. Cold blooded animals are called Ectotherms/Ectothermic and warm blooded animals are called Endotherms/Endothermic.

Typically reptiles are cold blooded, so the answer is yes - although there are a lot of cold blooded animals that are not reptiles.
