Assuming you are ruling out surgery, spot reduction of fat is generally not possible and certainly will not happen by exercising the muscles that lie underneath. You are best just trying to lose fat the usual ways, low GL diet, intense exercise etc. etc.

get a ball and squeeze it together do 10 reps...do this every day
For your stomach just do crunches or zumba.

Excercises are the main way most specialists advice to loose fat and tone your thighs, if you just eat less and restrict calorie intake you will loose fat from your legs but they will not have much shape or energy as you have not toned any muscle.
