Chocolate chips also have a bit of wax in them to help them retain their shape (don't worry it's edible wax, won't harm you, and is in very small amounts). Wax melts in the heat. Sun causes heat. Therefore, your chocolate chips will melt.
Well it depends on what you are baking but for most recipes, yes you can us Hershey kisses as a substitute. Just remember that they will make your recipe sweeter and that they are a lot bigger than the small semi sweet chocolate chips.
For coating or dipping purposes, yes, you can. I have done it before for cake balls as well as chocolate chip cookie dough truffles, and it works very well. Great way to stretch expensive chocolate bark. I've even mixed chocolate chips with white almond bark, and it came out all chocolate. I couldn't tell the difference. I'm pretty sure I used milk chocolate chips every time.
