first shut off petcock, then disconnect fuel line at petcock,remove the seat and the bolt at rear of tank. raise rear of tank and pull back on tank disengaging the forward mounts.

When emptying out a motorcycle gas tank you can put a funnel under the petcock leading into a gas can big enough to hold the gas you have in the tank. Open the petcock and let it drain. It may take a while but can be easier than siphoning or removing the tank.
It is under the gas tank, to reach it you must remove the 2 screws in the front of the gas tank. *Edit to original poster's answer; You also have to remove the seat, and take out the bolt at the back end of the fuel tank. Before lifting the tank off, turn the petcock off, and remove the fuel line from the base of the petcock. The air filter is right there. You can use canned air to blow it clean if it isn't too dirty. If it is really filthy, it is best to replace it outright. Hope this helps.
in any motor vehicle, the reserve is actually in the gas tank itself. the petcock has two levels in which it sucks gas. one higher the the other. the higher one is wjen the petcock is on on, and the smaller one is activated when you turn the petcock to reserve.
The fuel strainer is found inside of the fuel tank on top of the petcock. Loosen the 30mm petcock retaining nut. remove the petcock. The plastic screen tube must be pulled out of the tank. Clean or replace as necessary.

Mine is a 2004 XL1200c, same filter. It sets on top of the petcock in the gas tank. It is a super fine filter and does get clogged with normal use. You do not need to remove the tank, carefull syphen all the gas from the tank. The chrome nut is double threaded, it has resevse threads on each end to mount and dismount the petcock to the tank. Pull the vacume tube from the back of the petcock, pull the gas line from the bottom of the petcock. The Filter is pressed onto the petcock, so after you lower the petcock the first inch, take a fine screwdriver and gently pry the filter from the petcock. Remove the percock, then carefully pull the fuel filter down. It is about 3.5 inches long. I suggest you replace it, not just clean it, Once it's clogged, it will clog again in short duration. If it's a carbureted Heritage the petcock is located on the underside of the gas tank on the left side of the bike. If it's fuel injected there is no petcock.
