The true nation state is actually quite rare, even if small numbers of minorities are allowed. The most likely states are those that use the "conversion" model such as the US, Australia, and Canada. In these states, there is a formal process for joining the nation. Most states use the idea of birth makes a citizen. So even the small number of Danes in Germany or the small number of Germans in Denmark must remain subjects of the government and not Germans or Danes.

Well the most obvious example of a nation without a state is the Kurds. They are a repressed nomadic people whose main area of travel overlaps the borders of Syria, Iran, Iraq, and Turkey. They are treated badly and unfairly in Turkey and Iran mostly. Sometimes Iraq, also. The Kurdish people have been fighting for a state of their own for almost a thousand years. Impressive, is it not?
