AnswerThe hybrid with the best EPA rating for MPG was the original Honda Insight, which was made 2000 to 2006. 61 city, 68 highway, for the manual transmission. Of those in production, it's now the Prius.

Or perhaps you mean that best that anyone has achieved while driving one...with very careful driving on carefully selected routes, over 100 mpg is possible in the original Insight. Some people have lifetime averages on Insights in the 80s; at least one in the 90s.
