It refers to the idea that tyrannical takeover of a ruling entity (whether it be a monarch, or some other body of government) is an illegitimate act.

Although, in CA state standard 10.1.2 for Social Sciences, I see this as contradictory because Plato and Aristotle both see government as an entity that should serve for the benefit of society, rather than for benefits of their own; and for this, I would assume that they support the idea of tyranny because it represents the people rising up against an oppressive governing body who is governing in a way contrary to a way that would best benefit society.

However, they do also touch on the idea of the people respecting the laws made by "the wise" because not all are of the same level of philosophical education, and thus not all capable of considering the effects of law with regard to the virtue of the people.
