No leaking fork seals.
No worn or loose steering bearings - if you can turn the handlebars and feel notches or indents, the bike fails the inspection.
Brakes must not be past their ware limits - brake pads, you should be able to see the rain grooves - brake shoes, they shouldn't be adjusted more than halfway.

A NYS Inspection sticker expires on the last day of the month it was punched during the year indicated on the sticker. If the sticker says "2011" and the month "June" is punched, the vehicle needs to be re-inspected on or before June 30, 2011.

This is no different than getting pulled over with a driver permit. You will get a ticket and possibly points put on your license.
That will cause you to fail an emissions inspection. Anything which triggers the CEL will, because everything which triggers it will adversely impact the emissions system on that vehicle.

Yes, I believe it will, Based on the NYS inspection site. The mechanic will advise you that the light is on. It is not included in the OBD II diagnostics which is sent to DMV. Check out the site and judge for yourself, or ask a mechanic you trust.
the same sticker is used for trailer inspections, if it were used on a trailer the "t" would be punched out.
