The Washington Naval Treaty on 1923 was an arms control Treaty. The parties to the Treaty agreed to limit the number of naval ships of various types they would build or keep in their fleets. The nations which could afford it and had the capability had been building all the battleships they could up to and during WWI. These were enormously expensive ships to build, maintain and crew, and the existence of large navies was destabilizing. Germany's ever-growing navy caused Britain much worry before WWI. Germany was a European land power, so who could these ships be intended to fight, if not the British?
