The answer below is way too simple and states no facts. Most of Europe uses high efficiency Turbo Diesels as diesel is competitively priced under gasoline and is cheaper to produce. Diesel cars or biodiesel they can run both get 40% better gas mileage than gasoline powered cars. A Volkswagon Golf TDI for example gets 46 miles to the gallon highway and 42 in the city. Nearly all car manufacturers produce turbo diesel cars including Ford though they do not wish to ship them to the US too bad as they could have been useful during the gas crisis. Ah the powers that be. Also a not as vogue technology is natural gas (GPL) and the cost are the lowest in Europe for this type of fuel, and many consumer cars have been sold with this technology though underground parking is forbidden with natural gas cars.
Note all diesels can run on biodiesel, which has at least a 40% better economy than ethanol. So if we are going to turn corn or agave or sugar cane into fuel then it is better to make that fuel an efficient one like biodiesel.
