The answer is at best a moving target; the average six months from now will almost certainly be different. Also, "average" how, and over what population? All laptops still in use? All laptops currently being sold? All laptops currently being manufactured? Do underpowered "netbooks" count? The question is so vague as to be effectively meaningless.

1.5 - 1.66 GHz

Most of the Netbooks have Intel Processor within.

Recently I'd bought an Intel atom based processors Netbook with 512K Cache, 1.60 GHz, 533 MHz FSB because it is a great little piece of technology of Intel, lightweight and easy to take anywhere, and is much lesser price as compare with Laptop and with a great battery life.

It depends when the CPU was made. Most CPUs made today are 2.0 Ghz to 3.0 Ghz. CPU's made several years ago were a lot slower, 500 MHz to 2.0 GHz. Technology is advancing at a fast pace, so the average speed is increasing as CPU's become more affordable. In the future the average will be more towards 4.0 GHz, right now it's more in between 2.0 and 3.0 GHz.
