Not always. The government sometimes goes with stuff that is cost effective.

I have an SR-25 in .308 / 7.62x51 and it is just as accurate or even more accurate than most bolt action rifles I have compared it to.

Asking this type of question is like asking "What is the best car?" The answer is totally subjective to the task.

The SR-25 is a fine rifle which in the hands of a trained and skilled shooter is very capable from mid to the lower spectrum of long range and it's kin, the U.S. Army's M110 is extensively used in combat by Army snipers and designated Marksmen in Afghanistan. It has been the rifle of choice for the U.S. Navy SEALS snipers for many years. While a semi-auto. It uses the AR direct impingement system. Which allows greater follow-up shot capabilities than a bolt rifle.

For greater range and caliber options and bullet weight. A bolt rifle in .338 Lupua is the choice of many long range precision shooters. Accuracy International Inc. Makes a number of offerings to various military and civil law enforcement including the British Military and the very capable Canadian military snipers, both groups using them to good effect in Iraq and Afghanistan.

There are many other calibers available for bolt rifles which are not practical for the AR10 type platform due to chamber pressures. The U.S. Marines make their own based on the Remington 700 action. The M40 series. The U.S. Army does their M24 on the Remington 700X40 receiver. Both are capable weapons system. Most commonly chambered in 7.62X51mm NATO. But the action may be chambered in many different calibers. 7MM mag, 300 Win mag, .338 Lapua.

Both the U.S. Army, U.S. Marines and Canadian military also use the Barrett M82 series of .50, 12.7×99mm NATO as a Special Application Scoped Rifle.

Military Snipers are a force multiplier. They allow long range targeting of enemy personnel and material. They interdict, harass and inhibit the free action of the enemy to good effect. The weapons used are designed to function in many different conditions.
