These are some strategies I have used that have worked for me in the last 6 and a half years I have been designing. Good luck :)
Before attempting to get client make sure you have a portfolio of your work, whether it was for client or not, beforehand. That way people can see your skill level and this will help people have more faith in your work.
1) Word of mouth, if you do a design for a person you know in real life make sure they tell others about you. Word of mouth can always help boast your client numbers because it is the most relied way of finding services to this day.
2) Advertise anywhere you can. If another site has a plug board advertise, enter your site into Google, sign up for Google ads, add your site on your email signature. Every bit of exposure helps.
3) Sometimes offering your help is all that is needed. Google small and upcoming businesses. If they don't have a site or their site isn't all that appealing offer your services to them. Just don't be too pushy.
4) Lastly, research what other people who have large clientele are charging for their designs. If your starting out you'd want to charger cheaper in order to attract some clients to build a portfolio.
