In household wiring the black or red is active, live, or hot.
Red, Yellow and Blue for Live. Black for neutral and Green for Earthing
the purple wire is the gauge and white and black are ground!

To short out an electrical cord, all that had to be done if find a way to touch the black conductor to the white or green conductor. Why this would be required is a mystery as most installations strive to stop the shorting of electrical cords and wiring.

The problem is you need the ceiling fan bracket to be very secure to the ceiling. Usually you would screw right into the joist. Be careful with the pipe. If it is not capped it's probably just a fixture nipple. If it is capped it could be an old gas line that was used for a gas light.
