Either a blown fuse, or the flasher unit has burned up. The flasher unit is located under/behind the dash on most vehicles, and is what actually switches current from one set of lights to another and back. If the fuses check good, find the flasher unit and replace. (One way to find it is to buy a new one and then look for the identical component under the dash.)
