Usually that means that there is too much fuel going into the intake. It can be a stuck injector, bad O2 sensor, faulty EGR valve, worn Throttle position sensor, stuck choke, plugged air filter... there are probably plenty of other possibilities. Use a code scanner to find out what the COMPUTER thinks is wrong.
On a 1994 Ford Escort, if the timing belt jumps or strips, the valve timing will allow gasoline to go through the motor unburned. Checking the timing belt alignment and a compression test should verify this problem. Check that the belt is aligned and not damaged, check for even compressioin to verify a valve is not stuck open.
