Since the SPEEDOMETER shows how fast you're currently going, then to turn it back you would just have to put on the brakes, or drive slower. Your ODOMETER shows how many Kms or Miles you've driven and it CANNOT be turned back LEGALLY.
If the digital dash lights up but shows no numbers for the speedometer on a 1989 Thunderbird LX, it is possible that a fuse is blown for the speedometer and the fuel gauge. There is more than one light in the dash for the speedometer.
A speedometer shows how fast a vehicle is moving in either miles or Kilometers per hour. They used tp use a spinning magnet driven by a cable off of the transmission. A metal cup covered the magnet and was turned by it. A spring keeps it from turning completely and the cup is fastened to a needle which indicates the speed. Now cars use a sensor at the transmission which provides an electrical signal that drives the speedometer, odometer, cruise control, and the car's computer systems.
The odometer is separate from the speedometer. The odometer counts how many miles you have driven total, while the speedometer shows how many miles you will travel in an hour if you maintain a given speed. You should immediately take you vehicle to a qualified service technician, and get the odometer fixed.
