There is no big difference between the two. Cached site is a copy of your site which search engines have in their server, based on which your site is ranking in the SERPs of that search engine.

If you have modified your site, once the search engine Spiders will craw your site the copy will be changed on the server of the search engines and be replaced with the new copy (i.e. your modified version)

Also there are companies online who will add your website/blog URL (address) to search engines such as Google,Yahoo and many other for free and also there is paid services.You pay a small fee per year and they will add your URL to many search engines online.Try Scrub The Web,they do free submissions of your site(you click the link which search engines you want to add your site to and you see it happen before your eyes)So you know your site is being submitted.Also Scrub The Web do a six month membership where you can submit to many more search engines.And there is no limit to how many times you can log in and use this paid service.Its 79 Dollars Us dollars for six months but its really worth it.And many websites Do end up getting indexed by Google and Yahoo and M.S.N which is important if you want your website to be found online and read.So search engine submission DOES work!
