Monarchy and Tyranny (rule by one) were replaced by Oligarchy (rule by a few) and along came Democracy (people power).
In Athens it became a direct democracy - all adult males were eligible to participate and the council carried out the directions of the popular assembly meetings held each fortnight. Courts were the province of popular juries - there were no judges and lawyers to intervene or manipulate.
