Security system (if any) activated?
Push the Reset button located under the dash and hold it until it flashes and stops. Release button when the flashing stops and then press again until it flashes. When it stops flashing, release button.
That is your security.
Small red flashing light near the radio console? That would be the anti=theft system...or fake car alarm signal. I have it on the 2005, and my mom has it on her 2007.
My 1995 Passat's oil light flashes when I'm low on oil and go around a corner. It kinda depends what light is flashing.

Open the fuse panel which is located between the dash and the front door. there you will find a red reset button. Turn the car to on and press the button and let off. On the dash you will notice an icon flashing. If the oil icon is not flashing Push the red button again until the oil icon flashes. Then push the reset button and hold. The light will go off.

The right front bulb is probably burned out.
It means there is a problem with the charging system. Can be a loose drive belt, problem with the alternator, or loose wire.
If its an automatic then your either in winter or a low gear(not flashing) or transmission fault(flashing arrow) But if its manual the non flashing arrow is the recommended time to up shift.
I am not certain with a'92, but on my '89 Silverado (which also has the OBD 1 system) you insert a bent paperclip into two female pins in a plug directly under the dash. The code will be displayed as a flashing light (the brake light on the dash in my case). The number of long and short flashes detrmine the code. For example, my brake light gave 8 short flashes followed by one long flash indicating "81". If you go to an Auto Zone or an Advanced Auto Parts they should be able to do this for you there as well.
