What is the housing next to the timing belt on a 1988 Ford Ranger and should you be able to turn the part inside with your hand?

Hey Randy==I really have no idea as to what you are talking about. It would help if you included what engine you have. It probably would be advantageous to you if you would go to your local parts store and got a book on your vehicle. They generally don't cost much - about $18. Goodluck Joe
